Regarding USAID

President John F. Kennedy founded the United States Agency for International Development (USAID) in 1961 by executive order. Its stated mission is to end extreme poverty and promote democratic societies. Its current (Fiscal Year 2023) budget is about $40 billion.

As a global pro-life apostolate, Human Life International collaborates with Catholic and non-Catholic leaders in over 116 countries. Our experience with USAID and its programs have not been positive. Though some programs supported by USAID are morally sound, promoting the good, USAID funds several immoral and coercive population suppression programs – i.e., sexual reproductive health that is contraception, abortion, sterilization, sex-education, and LBGT and gender affirming ideologies. These programs and the groups funded by USAID target girls and boys as young as ten years old with perverse sex education, abortion, and contraception. They give funds to governments to assist in their population control programs, usually tethered to financial aid. They fund programs aimed at youth, entering their schools to promote sex-education, which serves as the entry point for introducing promiscuous sex and population control measures. These are but a few examples. We have written numerous articles on this topic, exposing the criminal acts performed by USAID.

USAID spends overall about $600 million annually directly on population control programs mostly in the developing world. It has also squandered billions of dollars over the decades on projects that advance left-wing causes such as transgenderism, LGBT activism and Diversity, Equity, and Inclusion (DEI) [https://www.whitehouse.gov/fact-sheets/2025/02/at-usaid-waste-and-abuse-runs-deep/].

Human Life International has battled with USAID for decades and has publicly denounced the United States’ involvement in coercive population control, which originates in the “Kissinger Report” promulgated in 1974. This document serves as the seedbed of the United States’ foreign policy that advocates for population control. Not only is this expressed in USAID’s approach, but also in funds given to the United Nations (UNFPA and WHO) and other NGOs that advocate for the United States.
